Interesting concept. I've done that before with a different RPG. It is rather slow going. Especially combat. I'm assuming you would be doing the rolling for things and telling people what they roll?

Yes, for the most part. I also have a couple of house rules to keep things from getting retarded.
Edit: In fact I should probably list some of them.
1. You may not take more than 5 flaws during character creation. If you have reached your flaw cap and get a "reroll on blah blah blah table 85 times" result ignore it. Flaws you recieve no bp for still apply.
2. Bonus talents may only be taken a maximum of 2 times. No +17 to hit with your longsword of mighty sodomizing.
3. Skills may only be rolled up to 50% after that they can only be raised by bonus Skill points and accomplished teachers you must find in game. Additionally no skills will be allowed to progress past 80% except with a master teacher or Learn percentage checks from low rolls.
4. Your attributes are in fact limited by your races maximum attribute stat. So if your a gnomeling per se I am not going to let you walk around with a 25 strength at level 1. It is still posssible to raise attributes above the racial maximum through level progression. And of course if a class requires a prime requisite higher than the listed racial maximum I will allow it to raise to the required number.
There are a couple other dumb things I ignore or change but they are usually situational.

eh it's whatever. things run a lot faster if I just roll the stuff out myself. You declare your action and I will post the results of the combat round.
You can include things like "If <something> happens I will do <something> instead" clauses. It's not much differant, you still get to declare your actions you just don't know the outcome until I tell you. I will probably still have you all roll initiatives and may require certain rolls from you as well like crucial saves as well as leveling rolls and character generation rolls and such.
It kind of adds to the suspense. If I don't ask you to save vs whatever and suddenly you find yourself ill you have no idea what happened, as you shouldn't unless you noticed something casting or have spellcraft/arcane lore type skills.

Ditto on the board dice roller.
Also we can run sactioned or unsanctioned. I will leave it up to the players. If we run unsanctioned it's liabel to get crazy all up ins.

Sweet.
This is the primer:
You will find yourselves in the Empire of faith. The Empire of Faith runs the length and breadth of the small continent of Arden. It is divided into 4 city states Luthern, Cairnheim, Askir, and Dwelmhome. Askir being the smallest and Luthern being the largest. Luthern is primarily the Human lands and the seat of the Empire of Faith. Cairnheim is the most recent addition to the Empire and is primarily a land of Orcs and Ogres. Small settlements of gnomes are rumored to exist though. It only belongs to the Empire in name and is constantly in a warring state. Dwelmhome is the land of the Dwarves and Halflings. With the Halflings inhabiting the pleasant valleys and the dwarves residing in the jutting mountains. Askir is the land of the Elves and Faekin.
The Empire of Faith is a vicious dictatorship run by the High Priest of the One. All forms of magic have been outlawed and witch hunts are a commonplace occurrence. Clerical magic is also outlawed unless it is power granted by ‘The One’. Almost all traces of other gods have been obliterated. Practicing any faith other than that of The One is punishable by death. Being a gnome is a capital offence punishable by death. Gnomes have been gone for so long though that not many even know what they look like. Mothers tell their children terrible stories about bad little boys being turned into Gnomes by ‘The One’. The land is filled with unrest and only the huge militant wing of the Empire of faith as well as political and economic reliance keeps the other nations from erupting into civil war. The dwarves toil endlessly in their mountain homes providing metal and precious gems for the Empires coffers and arms. The Halflings work fields and grow crops for the Empire. They have it slightly easier than other races and are often seen mingling freely among the Humans. The elves are often subdued into slave labor and made to be house servants scribes and various other menial tasks. Orcs and Ogres are often seen being used as slave labor as well and are often made to fight gladiatorial sports in the arenas. Faekin are usually used as target practice or couriers.
In short, it is not a good place to be unless you happen to be human and of the one faith.
A note: This is not to discourage anyone from freely picking races/classes just keep in mind that if you do pick a more opressed race/class you will have to play smart.

And of further note:
In non human settlements and towns you will probably be able to get away with more because everyone hates the empire of faith anyway. Humans are everywhere though. They normally don't choose to live in non human settlements but many guards will be stationed in larger towns and temples of The One will be in place.
